Likely yes. We had a TON of snow in NYC the last 2 yrs and I was coming down to DC a lot and Amtrak never failed me. It does really well with snow/ice. What you may find is that they may cancel your train and rebook you on one that is an hr earlier or an hr later. I tend to recall that rebooking happens automatically, but if it doesn't and you get a cancelation notice, don't freak out - just call their number ASAP to get on another train. I think they do it to space out the trains, but when I got on my rebooked train I also realized that NO ONE travels during these events unless they absolutely have to. So my rebooked train wasn't even half full -- leading me to believe that it's more economically efficient (and logistically efficient) for Amtrak to combine 2 trains worth of passengers into 1 and it doesn't really screw anyone over - except being an hr earlier or later.
