Clearly he was renting the bike as it was activated and had the app open. She got on it and claimed it was hers. She didn’t even have her phone out or make any attempt to book the bike. Wouldn’t surprise me if she doesn’t even have the app.

This. People are confused. You can't reserve or unlock a bike unless you are right next to it. The bike is locked at the beginning of the video, it is unlocked during the video. We clearly see him covering the screen so she can't unlock it, even though she is straddling the bike and therefore has a better claim to the bike.

She does not steal a bike he paid for. He pays for a bike she is already on, and prevents her from paying for it herself.

If there are other bikes available, why didn't he just go rent one of the other bikes when the woman is on this bike? He's standing next to it, she's actually on it.

The only way to explain either of their behavior is if it's the last e-bike, raising the stakes for who gets it.

Not e-bikes though. A regular bike isn't really a sub for an e-bike. If all his friends are on e-bikes, it suck for him to be on a regular bike. Likewise, if she is commuting home after being on her feet all day, e-bike is way preferable to regular bike.

You know what I had to watch it again but she’s right. Next to the purple shirt guy, in the beginning of the video there is what looks like an empty bike. It’s real quick, but focus on that part.

The videographer very clearly takes sides in the video -- he's friends with the guy trying to take the bike.

The videographer points at her and says "fake crying" when she puts her head in her hands, and later accuses her of fake crying when she gets off the bike. His commentary is what creates a lot of the narrative around the video, even when his comments don't match what is happening.

He is definitely NOT a "neutral 3rd party." He is actively involved and you could argue he does as much to bully her as the guy who is covering the QR code and then scans his phone when she is already on the bike. Notice that the other guys around area actually much more neutral, and the guy in the pink hoody suggests on two different occasions that they let her have the bike.
