are college fees negotiable?

I'm a non traditional graduate student at a public university. No loans and trying to pay out of pocket. Is there any part of it that may be negotiable, like all of the student fees? That's around $800 a semester, and would make a difference for me right now. Wondering if there's any way to scale back spending on this front.

No. If there are fees of which you can "opt out", that would be stated up front.

Sometimes you can opt out of some of the fees during summer term, like the activities fee. I know this was true at the state school where I did undergrad. This was in another state and I cannot comment on whether it applies to any local schools.

Congratulations on that!

I did that for undergrad and it was tough, but has really paid off.

You could maybe opt out of the health services fee if you show proof of insurance?

Go talk to the business office. Also consider applying for financial aid. Depending on the grad program it may be available. There's no shame in taking fin aid if you are eligible.
