Has any federal employee moved to a quasi-govt agency?

For example, have you moved from the GS scale to a position with the SEC, FDIC, etc.?

If so, can I ask how they determined your entry pay? Was there any room for negotiation?

I can tell you that the SEC has a hiring matrix based upon position and years of experience. The only "negotiation" is whether they have correctly applied the matrix. Of course, they won't show you the matrix so all you can do is write a narrative about how your experience is specialized and yada yada yada.

Not being on the GS scale does not make the agency "quasi-governmental." The SEC and FDIC are government agencies.

Thanks - if I rephrase to say "on a different payscale" can you help answer my question?

Thanks PP - the fact that they use a matrix is very interesting (and obviously, quite different from the rigid formula used to determine GS promotions).
