Waitlist and application fee

i did apply for a 2 pre schools for my DD, send out application form and paid the fee which is not that much 75$ and $50. Both got into the waiting list, now there is another school that i am interested with, i called today and was told that i will be on the waiting list too and application fee for $150. I did asked if ill apply, what is my chances on getting into the program, she said she dont know and again asked her how many kids are on the waiting list right now and she said she cant tell me that thing too. I just have to wait, and told that they will let me know before the end of february if i get a spot or not! Is this really the deal on the waiting list, you just have to take your luck? The more school you would apply for is the more chances your kiddo will get into some school and that means for money to spread for application fee?

The policies vary from program to program but in my vary limited expereince (1 child that age to date) some are very obscure with thier waiting list policies and are completely unwilling to provide any information.

this is something i dont understand aswell, lets say 30kids got into the waiting list and only 16 kids are in the program actually then what is the point they keep on taking application and then send them into waiting list? why cant they just say its full and they had enough kids on the waiting list? Because i think it is so unfair to family that are gonna be on number 20 on the list? Why cant the school say that they are full even on the waitlist, so the family dont have to pay the application and eventually wait for nothing.. i dont understand!
