He (because it's almost certainly a guy) means that the rate of accidental injury and death associated with guns is sufficiently low compared to other causes of accidental injury or death that we shouldn't attempt to do anything to address it until we've addressed the other issues first. It's yet another argument that assumes a zero sum game for all safety efforts and that we can only focus our efforts in one place. By making this argument, those who oppose any new efforts at gun regulation attempt to divert attention from guns to other causes of injury and death. |
