This sounds like a weird workaround to red shirt.

DCPS doesn’t allow redshirting. I would be really surprised if the district is giving an extra year of ECE to kids for no reason. We tried to have my son skipped up and they wouldn’t allow it.

This really varies by school. My oldest was offered a chance to skip ahead (we turned it down) and both of my kids (still in elementary) have peers with summer birthdays who repeated PK4.

DCPS has really cracked down on redshirting in the last 2-3 years. There was a very long thread about this last year after some Lafayette parents were unable to convince the school/DCPS to redshirt their kids.

I thought that was a result of a change in leadership, not necessarily pressure from above. I can only speak to our experience within the last 2-3 years to say that it has happened.

The only links on the main ECE DCPS page are for a 2022 PDF clarifying ECE retention policies. https://dcps.dc.gov/ece

I don't know about pressure, but it's pretty clearly discouraged and DCPS didn't cave when the Lafayette parents tried to go around the principal.
