sometimes yes, sometimes no.
Keep in mind that church preschool's can be exempt from state licensing/inspection requirements.

op here, does exempt been they are not regulated? inspection not done?

Yes. But you need to look up the individual church preschool. I think the difference is whether the preschool is a ministry of the church, or whether the preschool is an independent organization sharing space (and sometimes a name) with the church. Thanks I am considering Virginia hills baptist school or bush hill day school as well as all the kindercare, any thoughts?
