2nd Interview In Person and relocation cost

Just got an invite for a second in person interview. The job is across country and they want me to fly out next week. It is a federal job and a deciding factor for me is whether they will pay relocation costs. I initially asked before I applied for clarification b/c the VA stated "will or will NOT" for relocation and was told they didn't know - it was up to HR. Can I ask again at this point? I don't want to waste my time/their money to only find it after an offer is made that it isn't covered.
