The Maryland schools start before the Virginia schools, so I bet it will be less crowded the last week before labor day. (Montgomery County starts 8/31; Howard starts the week before that.)

Hotels will probably still be expensive until a couple weeks after labor day. Hotels at the DE/MD shore tend to be pricey in late summer/early fall because the water is warm and the air temperature is still summery.

Some VA schools are starting before Labor Day. Prince William County is one, and two other DC area counties started yesterday.
