recommendations? Skylight leaking

I have a rowhouse in Capitol Hill, and my skylight leaks in heavy rain. I've tried adding tar and caulk on it and around it with no luck. Does anyone have any recommendations on who would be best for this repair? I'm not sure if I should be looking for a window person or a roofer. Both general guidance and specific recommendations would be helpful.

You need a roofer to repair or replace the flashing around the skylight

Not pretty but works pretty well..

Start at where you suspect the leak is then go outward. And you'll need one of those rollers to apply and get bubbles out

Ours leaked for years, handyman patched and caulked but it never lasted. Had skylights replaced as part of larger roofing job.
