Handyman Rec's - HOA required work

Our HOA required some minor, minor painting on the exterior of our home. Trying to find a decent, licensed, and insured handyman on the northside of DC to do some work for us, in addition to the painting.

I would love some recommendations, having a hard time finding people who seem trustworthy. Last night I used a handyman, there was an issue with billing and it took 12 weeks to finalize.

I also heard there was a similar site to Angie's List, but just for the D.C. metro area - any idea what it is?
