Does anyone know what an exterior Paint job entails?

Do the painters just paint over the last layer of exterior house paint? Does anyone strip the paint off?

We need to replace some of our siding on the house and get a new roof, so we were thinking of updating the house's color too (brighten things up).

What would such a paint-job cost--1900sqft house (one floor)?
