They are supposed to, under, at the very least, EPSDT which is supposed to ensure that children have access to Medicaid available services that are medically necessary even if the Medicaid state plan would not otherwise cover it. That said, I think Maryland is one of the states that may not be in compliance or may view ABA as only one of many possible ways to address ASD, and therefore not cover it - so they might cover "behavior services", but it wouldn't necessary be someone specifically with ABA or other behavioral training. But worth pursuing.
