Physical disability only-school placement/services in DC

I'm working with a family (in DC) whose child has only a delay in gross motor skills. Child is 2.5 years old and pretty much immobile (not walking, can't pull to stand independently, unable to crawl). All other skills (cognitive, communication, etc, are all age-appropriate). In speaking with Early Stages, they have indicated that OT/PT can't "stand alone" on an IEP. I'm just wondering if anyone has experience with school placement- would this call for a 504 plan? is this a case for an aide? will they require a him to be in a wheelchair? Thanks in advance for any advice/experience you can share!
