daycare at Fort Belvoir

I am moving to the area and planning to enroll my child in CDc daycare on-post. Does anyone have experience with their daycares? I am also a little confused about the structure. I was informed that my child will be moved to a toddler group when she will turn 2 in 1 month, but she will remain in the same classroom, with the same teachers and kids. Do they have mixed-age groups? What about Blue Horizons on-post? How much is it better than CDC and is it comparable to other Blue Horizons?
