intercountry adoption of a relative from the Philippines

Adopting a relative from Philippines is very common, that's why I want to ask if anybody here especially Filipino, did this. I am planning to adopt my niece and nephew. I just want to ask what are the process, fees they spent, and how long does it takes before they can come here in US. Thanks!!!
