Need Recs for a Family Reunion Vacation

We are trying to plan a family vacation for 22 to celebrate my Grandparents' 60th Wedding Anniversary. For the 50th we went on a cruise and for the 55th we rented a big beach house. This time my grandfather is in much poorer health so we think that a hotel based vacation might be best. We will have 18 adults 3 kids ranging from 10-14 and 1 baby.

I was looking at the Club Med Sandpiper Bay. Does anyone have any information on it? There are a couple of recent bad reviews on TripAdvisor. My grandparents like to sit out in the sun. The rest of us need activities. My grandma is hesitant about taking my grandfather out of the country due to his health issues.
