You can get lamb in pretty much any grocery store (though not necessarily all cuts).

I've seen goat stew meat at the Shoppers in Potomac Yards.

Ground lamb at BJs on Van Dorn in Alexandria or at the Springfield Butcher. And the Springfield Butcher can probably get you the goat too, even if they don't have it right then. Just call.

I second Lebanese butcher. Cheaper and better quality than any grocery store. Halalco is also good but I prefer the service and conditions at Lebanese butcher.
