Pain under eye - really hurts to touch - could this be sinus infection?

I have been having what feels like sinus pain and congestion. Now I have a painful area under my eye when I touch it and it seems swollen.
I don't know whether to see an eye doctor or an ENT? |

| See ENT. If you begin to get red ring around eye, goto emergency room. My DS had this and turned out to be sinus infection that goto into pocket around eye. It was quite serious. |
