Can training teach someone how to be a decent human being?

And a decent co-worker and supervisor? As in, not a total condescending, self-important jerk?

Serious question. I don't even necessarily care if any kindness from him is sincere; by all means, he can be an oily manipulator if that gets the job done. But this guy is just an Ahole and no amount of discussion with his supervisor or HR seems to be able to change that.
