Would you follow up?

I was recently tapped for an open position within my current organization (different line mgmt). As in, I was told about the position very early on, and the person doing most of the practical decision making basically told me that they wanted me, specifically. Okay, so I did the first round of interviews. Both interviewers mentioned that I was the last interviewee, and that they would not be able to make a decision on second-round the following week bc of travel schedules. Main person (from above) still saying that the job is mine, in not so many words. That was three weeks ago and radio silence. Would it be appropriate for me to touch base with either the HR contact or Main Person for an update on the position? I can't believe that they would have eliminated me without letting me know - I work with MP in my current position and they are too savvy to burn a bridge like that. I CAN believe that processes are dragging for various organizational reasons.
I don't want to come across as pushy or presumptive, and if they have chosen someone else I am cool with that, but would like to know, and move on. WWYD?

Do it. You may think pushy but I think pro-active and interested.

I followed up... And got the job! They ran into some (unrelated) delays is all that happened!
