went to playa del Carmen years ago in July. Turned out to be cheaper then a trip to Rehoboth. But very hot! Had to stay on the beach at all times for the breeze.

^ should add that we went for a wedding, not by choice. Outside in the breeze was fine, but the humidity was inescapable. Our bathing suits/clothes never dried - even in the air-conditioned room.

We went to Mazatlan last year in late August. It was horribly hot and humid. Really unpleasant weather. And, many of the shops and restaurants were closed because of the lack of tourists. On the other hand, you'll have many places to yourself.
