How do you say an account balance is zero?

I'm working on some meeting minutes. One of our accounts has a zero balance. Is that what I say? Do I instead say the balance is $0.00? Something else?

is it a good thing or a bad thing?

Are you trying to warn people not to charge into it, or are you trying to congratulate people for balancing it and not going over budget?

You could say the budget is balanced, or you could say the project is closed and we have $0 budgeted funds remaining, etc.
