| Siblings of kids who already attend the school already either got in or were at the top of the wait list, above people like the OP who didn't have sibling preference. But siblings of kids who just got in via the lottery (either to an older grade, or a twin in the same grade) could have been last on the wait list, and then just got moved to the top when their sibling enrolled. |

Right. The scenairo is: Sibling A is waitlisted for K at #5, Sibling B is waitlisted for PK3 at #204. Sibling A gets in, then Sibling B moves up to slot #1 on the waitlist. |
