Should I sign the Medicaid reimbursement form that FCPS included in my IEP?

Anonymous
I was given a form that would allow FCPS to receive reimbursement for services provided to my child via the federal government. Should I allow this? Is it in my best interest not to sign this form?

I always sign it

Was it not explained to you what it was? If your DC is Medicaid eligible and receives ST/OT/PT from the school, the school can be reimbursed by Medicaid for providing those services. I always sign it even though we don't receive Medicaid.

How does a school know if a student receives Medicaid or not?
Anonymous
It's for the school to receive compensation for services, not you.

Yes i would sign the form. It would be terrible if all parents with IEPs refused to sign.

Fyi: if your child is also covered by private insurance, beware that Medicaid requires that they are secondary payer. Some families have discovered to their distress that has affected them.

That would not affect anything at school though, would it?

No, it would not. It's just they'd get a few more bucks in the till.

Well it's fraud for the school to make you sign it when they know you aren't eligible for medicaid. We aren't and I've always refused to sign it.

I don't think it is fraud. They are eligible for school based Medicare even if you are not. It is how parts of special Ed is funded. And that is good for all of us, especially though of us with kids with IEPs.

What evidence do you have to the contrary?

I can't think of a single beenfit to refusing to win. Please enlighten me if I am missing something.

Refusing to sign. Sorry for typo.

Anyway I don't think it has anything to do with your family's personal Medicaid eligibility. It's just funding for schools which is good! I just did a little more research and still can't find any down side.

Am I missing anything?

1. Schools can only bill Medicaid for students who have Medicaid and who receive eligible services. There are strict regulations as to which services are billable and which are not. It isn't just a pot of $ for special Ed kids.
2. If your child has both Medicaid and private insurance, the school can BILL YOUR PRIVATE INSURANCE first. This could affect your maximums, deductibles, etc.
3. If your family isn't on Medicaid, there is no reason for you to sign. They can't bill Medicaid if your student isn't eligible for Medicaid.

Thanks for this info, PP. Do you have any links for this?

How could they bill my private insurance if they don't have my insurance info?

Very complicated topic but here is a start:

And here is the notice: look specifically at the part about how they can't require you to use up your private benefits. The problem is that you may not find out until after you have already been billed. And if you have both Mediciad and private insurance, Medicaid already knows that.
