Wow. So, is this some paper submitted for an assignment? If so, I hope it got the appropriate low grade it deserved.

So many assumptions. So many falsehoods. Is weed legal in Massachusetts? It must be.

Why merge DC back into a single state after the changes are complete? What if you want to make more changes? Just keep DC split into multiple states and pass the legislation you need later.

I only read a portion of the linked piece.....

Did the author even consider what "states" need to operate?
Did he talk about the government that would need to be formed by each state? The budget for each state? The infrastructure? Who would pay for the roads? Police force? Emergency services? Etc. etc.

Actually, you don’t know that - many seminar papers become published notes, plus there is (or was) a Review credit and sometimes another credit for publishing one’s note.
