What would be the process to determine if this guy is a transgender women or just a guy who wants to be in the girl's locker? The note from the doctor? The number of months since he became taking hormonal pills? Or we just take his word for this?

Just to be clear, it is not "I woke up this morning and decided I am a girl, so I am going to the girl's locker room". Rather, it is a longer commitment. I can guarantee you no guy is going to casually decide to go through the process of being classified as transgendered just to see some boobs. I understand that a guy/teen would say they are trans. to see the boobs, but the process in the school is somewhat more intense.

Furthermore, I do not know of any 21 yo taking PE in virginia: It is only required in 9 & 10th grade.
