I would 100% submit a WISC of 135 on the first round, no matter the sub scores.

We had a similar profile, average working memory, but also low processing speed - so low that full score was only 130. GAI on the other hand was 149. AART teacher suggested we file the WISC with the original application, not leave it for appeal. We did, got in, didn't have to appeal, DC is doing great.
