Question about the homeless people on the corner of Fair Lakes Blvd & Stringfellow Rd (Fairfax Cnty)

I see this group at Fairlakes and Metrotech all the time. They post signs and walk the intersections. At the Fairlakes Walmart, they were approaching parked cars as folks were loading groceries (2 women with child). We simply pointed our smartphone camera at them and they ran. This is a well organized group will a full time job to panhandle.

I never see Fairfax police at the Fairlakes shopping center. If drug addicts are approaching people in the parking lot they need to be arrested for trespassing.
