Daycare center closing early for holiday weekend - is this appropriate?

My son's FORMER preschool pulled this on me twice. One time, the director decided to close the school at lunchtime on Christmas eve instead of the stated time of 4 PM (and the school would be closed during holiday break) reason being that most parents were leaving work early (feds). I was informed of the early closure by a phone call at work mid-morning so no time to plan. I was annoyed and told her she'd have to keep my son til 4 PM when I had planned to pick him up.... so I arrived for pickup at 3:55 pm. This wasnt my only annoyance so it prompted me to get on more waitlists.
