It's because he diets down to a low single-digit body fat %age for roles and that's how we're used to seeing him: totally shredded with a very chiseled face. But it not safe or healthy to stay at those %ages full-time, so when he drifts up in between movies he looks "bloated." This is true of many actors and fitness models/bb'ers.
