The incidence of cervical cancer per adult woman per year is about 1 in 10,000. It is very difficult to persuade someone to "prioritize" an expense of a few hundred dollars per year, with those odds, even if as a group it makes sense for them to get screened. After all we are going to pay for the treatment for all of those cancers that aren't caught.

Most of them are working their asses off just to scrape by, and many, if not the majority, are single mothers. Medicaid covers people, on average, making only 45% of federal poverty guidelines, or about $5,000 a year. Pregnant women get covered at higher rates, but only while pregnant. Then they lose coverage. There are a LOT of people making over $5,000 a year who still can't afford PAP smears and HPV tests.

Thank Obama Care for increasing Medicad eligibility in 2014 to 133% FPG.

There is a CRITICAL need to make adequate health care accessible to everyone. Planned Parenthood helps a lot.
