I would dispute it. Many of the so-called highly effective teachers who currently teach in upper northwest would last a week in NE or SE. |
IN DCPS being "Highly Effective" means making a very high score on the IMPACT evaluation tool -- which teachers know is a lot easier if the majority your students are well-behaved, well-prepared, eager to learn, well-rested, well-fed, healthy, psychologically and socially secure and present at school most of the time. Unfortunately this doesn't apply to many kids in wards 7-8, so teachers scores aren't as high. This is part of the DCPS "no excuses" policy, meant to force teachers who want to get the top rating to teach harder in those schools, which DCPS thinks is all that's necessary to bring the scores up. |
