25 Kids in K Class (Wayside)

I know we're not Title I but I'm not sure about the other (still so much to learn). I heard there were a lot of negotiations at least in forming the extra 2nd grade section. Looking at past yearbooks, all the grades have pretty small class sizes, though some get closer to 25 by the fifth grade. Not sure how long that will last now.

My DD is in Forest Knolls ES in Silver Spring and I was pleasantly surprised to find that K classes only have between 17-19 children. Not a Title I school either.

Are all red zone schools either focus schools or Title I?
