Again for those in the back, when there is no sidewalk, it is for public safety use including the dog! Check your neighborhood fence lines, that's your clue.

No sidewalks on my side of the street. Lady has about a 50 foot leash and lets the dog piss all over my yard. She seems intent on walking over my plants to prove some sort of point.
