Noem was not a Senator. She was a governor and was in the House of Representatives before that. Padilla joined the Senate after she left the House of Representatives. But none of that means that Noem or JD shouldn’t recognize him or know his name.

Adding that Padilla and Vance definitely served in the Senate together although not for long since Vance only started in 2023 and was MIA there after he got the VP nomination halfway through 2024.
