I have a crazy idea.

I know that it seems nuts, but what if we tax all of the hyper rich in an appropriate manner? We could tax wealth and income at a much higher rate and still probably be way lower than most 1st world countries, then use that money to benefit Americans.

You're deeply mistaken there. If anything they already take a lot of what they get from the government for granted and would be suffering and screaming bloody murder if it were taken away. And isn't it Republicans who love to talk about things like "we shouldn't do x when we have homeless veterans" and who think the government needs to do more when there's a hurricane that destroys communities? Let's face it - the average Republican doesn't actually have any problem with taxpayer dollars going to social programs. How many elementary kids do you have in public school? Where is this school? How come you states-rights-local-control-of-schools people still have this as a concern? Either it’s because the community differs from your individual wishes — or you’re getting your “facts” from sources that actually sell entertainment. (NP: actually work in public ele/middle schools, so I’ve spent a lot more time in a lot more classes in a lot more schools than most parents will ever get to do.)
