Nit sure about “puppet” but Bowser has never been the brightest bulb. But she does know how to turn tricks for her developer base, named JBG, Bozzuto, and lesser knowns, etc.

He was both her chief of staff and deputy mayor for planning and Econ development. He set the priorities, courted the developers and the money. She is out of her depth.
And he is still earning money working in the city.
