My music major kid applied to GMU as his safety. He was a performance major but the studio for his instrument was not very competive. They have 100% placement for music ed majors.

JMU also has a well regarded music ed program with excellent placement and a few really strong studios (really good for saxophone and bass)

These 2 schools probably educate at least half the teachers in VA public K-12.

Not that close, but Merrimack College may be an option. They have a Music Major but with flexible curriculum to have an educator emphasis if you want.
