Yeah, the policy I'm aware of is for teleworking and remote employees. I don't even know if there's a policy on bringing kids into the office because it's just...not generally a thing people try.

I think everyone needs full time childcare but flexibility for sick kids, cancelations, etc. - like you are using to have your kids home for a week during the summer. Cracking down on "cheaters" is gonna come back to bite you.
