Most of the these individuals couldn’t hold down a job even if they could shower, owned a suit (which you really don’t need for many jobs) and owned a cell phone (which most do) because they are mentally unwell and wouldn’t be reliable or show up to work on time.

I think all of the unhomed that live behind my boyfriend's workplace get monthly government checks.

Between the local governments and non-profits (frequently funded by the local governments), there is a lot of regular contacts being made with the homeless in terms of social services and wellness, particularly those that stick around in the same locations or encampments.

I hope you told him that’s because nobody cares to treat mentally ill even if they say they don’t want treatment (they don’t have the sound judgment to decide).

Same reason they are homeless: inertia. Get somewhere, stake out a place, learn who has the best free food, find a drug source, figure out where to pee and poop. Done and dusted.

As opposed to telling him that's because people buy phones for the homeless so that they can get in touch with their dealers faster.

DCs plan is to offer free 24 hour bus service on specific bus lines that terminate in Maryland.

This is also a problem when you move countries.

You can't get a bank account without an address but you can't rent a place without a bank account. You need an address for a tax number, a tax number for a bank account, a bank account for an address and so it goes around and around in circles.
