Do you let your kid order 2 meals for himself/herself at restaurant?

He needs to finish the first meal including veggies. If he is still hungry then he can have a second meal.

No I would not let my kid order 2 meals. He needs to make a decision. If he is a picky eater I assume he eats chicken nuggets a lot. I would suggest pancakes and say you can have nuggets for dinner tomorrow ( or whenever) bit ultimately let him choose. But only one.

I let my kids order what they want, but they are good eaters and going out is a treat. Yesterday, they wanted pancakes, a pizza each, and fruit at a restaurant. They actually ate a lot of it. We took a couple of pieces of pizza home and they finished it for dinner. In your situation, I would never go back to that restaurant again. It is ridiculous that you cannot order a-la-carte.

We very rarely go out to eat, so it's a bit of a treat. My DD does often want to order chicken tenders along with whatever meal she's interested in. It's almost like she views the whole menu as a la carte. Sometimes I say no if I know we will end up with ridiculous portions, sometimes I say yes particularly if we might be sharing.

I wouldn't let this be a habit because it's a bit wasteful, but if this is really like a 1-2x a year treat/issue, it could be ok to indulge.

No. They get one meal. If they are still hungry they can find something at home to eat later.

No. My 5 year old wanted Mac and cheese and pizza on Saturday night when we were out. We told her she had to pick one. She griped, but picked pizza. That’s life.

Can you split one of the meals with him? If so, I would do it, but probably not all the time. You have a right to get what you want, too. I would not allow this on a regular basis. He does have to choose.

OP my kids was a severe picky eater so yes, I would have let him.

But I'd explain to him that I want to take uneaten food home for him to eat later, so order the pancakes with two plates and just put butter and syrup on one half the order so the rest of the pancakes can go home for a snack. Keep half the chicken tenders out as well. Pack those up and he can have them for supper.
