OP said he already does that. The kids aren’t just copying a scantron in order, they are filming the questions and answers. The other students are able to work around the reordered questions and answers.

Can you have them all take the test at the same time and limit the time so severely that there’s no time to answer and also upload the answers? Also liked the idea of different questions for different classes (at least for multiple choice and short answer) — just make it a much shorter exam.

Why on earth would the person filming themselves do this and share it with everyone else? Just from pure self interest it makes no sense. They clearly know the material and are in a position to be the class star and instead they are giving all of this away to the other students.
