Quality vs quantity. If kid took too many APs and got 2 or 3 on the exams, this will not look good for your college application.

They won't see what you don't send. Don't send the ones where the kid got a 2 or a 3.

If they got a "3" in a foreign language exam....SEND IT.... most schools will give credit (those that are still giving credit for APs....which is a dwindling number...)

You self report your scores on your app. which means you don't have to report your low scores. Once you are accepted, you can decide which scores you formally want to take credit for.

21:03 technically is correct, but not practically if you are applying to a very selective school. Most strong applicants at such schools self-report their many 5s. If Yale sees you took 10 APs but you only self-report 3 scores, they would reasonably assume the student did not do well on the others.
