Looking for advice on schools with excellent gifted programs

My husband will be stationed at Andrews AFB in the summer. We have 2 elementary age children. Our older son will be starting 3rd grade and is highly gifted. Are there any schools that have all the gifted students in one class? Or are willing to advance a grade or have excellent resources for gifted children?

It would also be awesome if the same schools were used to 2e kids and had good results working with kids with IEPs.
