Will a 4, 5, 5, 5 Stanine (and 90 WISC-IV) get into a top DC private

It all depends on how well the interview goes and how good the recs and grades are.

Okay, is his IQ 90 or 90%? Big difference. I am assuming 90%. That should not disqualify you anywhere.

No, unlikely. they look for 8's and 9's

I am less familiar with ISEE for DC privates, but strong grades and interviews would not be able to compensate for these stanines for NY privates.

FSIQ 119 with percentile rank of 90

The higher the test scores, the better. Does that mean people who are in the 4th or 5th stanine don't get in? No, but it's a harder climb. What are the grades like? Some kids have phenomenal grades but just don't test well. What's worse is when a kid tests well, but then doesn't have the grades. That shows the ability is there, but the effort isn't.
