Private schools have no obligations to follow an IFSP (Strong Start/Early Intervention) or an IEP. However, my daughter's private preschool uses hers as guidance when determining her own personal goals for the year (working on personal pronoun use, eg). Further, if the child qualifies for related services (definitely speech; not sure if this also is the case for PT/OT), then she can receive it at your neighborhood DCPS or your preschool's neighborhood DCPS (the DCPS zoned for the address of the child's school or daycare). Hope that helps.
