I don't think that private schools have any obligations. When a child is older, public schools have obligations to children with disabilities ; for younger children services can be provided by early intervention.

Private schools have no obligations to follow an IFSP (Strong Start/Early Intervention) or an IEP. However, my daughter's private preschool uses hers as guidance when determining her own personal goals for the year (working on personal pronoun use, eg). Further, if the child qualifies for related services (definitely speech; not sure if this also is the case for PT/OT), then she can receive it at your neighborhood DCPS or your preschool's neighborhood DCPS (the DCPS zoned for the address of the child's school or daycare).
