Fed employee GEHA or Carefirst HDHP?

I have significant prescription drug costs that will exceed the deductible either way; GEHA contributes more to the deductible (for family, $1500 vs $750) but has higher copays (5% for most services, 25% for drugs; vs set amounts). The provider network & formularies seem similar, as far as I can tell (?). Wondering if anyone has actual experience or otherwise has a preference between these two.
