Advice from pressure cooker experts

This is a stupid question, but can you ever take the pressure regulator off to release steam from the pressure cooker or do you have to use water or just let it sit until there is no more steam?

You can do all three.
I would not pull off the regulator if the cooker has just been turned off.
Nudging the regulator after letting the cooker cool for a few minutes is the quickest, but I am always nervous doing this for safety reasons.
Pouring water on the cooker is done by some people after cooking rice, so it doesn't over cook.

It is extremely unsafe to remove the regulator right off the stove. The pressure buildup is very high at that point. Safest is to let the pressure come down on its own
